investigation.
Professional Services Offered:
Investigative Consultations: Discussions between the client and
defense attorney to identify defense strategies to be utilized at trial as well as to assist in the questioning of CID Special
Agents and selected Government expert witnesses.
Investigation Review: A review of the USACIDC Report of Investigation
designed to identify investigative deficiencies that the defense counsel can capitalize on to create a reasonable doubt at
trial
Expert Witness Testimony: Utilized in cases where the client made incriminating statements to refute the voluntaries
of the confessions or admission. This testimony is available on a first come first serve basis and requires investigative
consultations as well as an investigative review with client interviews to discern interrogation facts and circumstances.
Professional USACIDEC Experience:
06-1976 to 06-1992; Special Agent/Criminal Investigator; Team Chief, Acting
Special Agent In Charge, U.S. Army Criminal Investigation Division Command (USACIDC) Conducted felony criminal investigations
at major U.S. Army installations in the United States, Germany, and Korea. Conducted victim and witness interviews to discern
facts. Interrogated suspects and subjects of criminal investigations. Testified before courts and boards. Identified, preserved,
collected and analyzed physical and testimonial evidence. Photographed and sketched crimes scenes. Coordinated with unit commanders,
prosecution, defense attorneys, foreign national police and prosecution authorities. Prepared reports of investigation for
supported commanders and legal officials. Proactively developed drug and procurement fraud investigations by developing sources
of information and criminal intelligence leading to the identification of offenders. Served in the position as evidence custodian,
insured the accountability of collected evidence, and disposed of evidence in accordance with applicable regulations and laws.
Served in the position of criminal information coordination that resulted in developing information that identified a major
drug trafficker at a major US Army installation. Accounted for confidential funds utilized in the investigation process. Trained
subordinate investigative personnel. Supervised criminal investigators assigned to the Economic Crimes Team , General Crimes
Team, and the Drug Team for the US Army Military Communities of Frankfurt, Germany and Fort Gordon, GA and insured investigations
met established standards. Reviewed criminal investigations for thoroughness and timeliness in accordance with the organizations
professional standards. Conducted crime prevention surveys of various US Army activities ranging from supply activities to
unit arms rooms identifying crime conducive conditions that could lead to fraud, waste, or abuse. Served as the Acting Special
Agent In Charge of the Frankfurt Resident Agency, USACIDC during the extended absences of the Special Agent In Charge. Participated
in providing dignitary protection for Department of Defense officials that consisted of , foreign government dignitaries,
Chief of Staff of the US Army, Chairman of the Joint Chief of Staff, and the Secretary of Defense.
